These caches are daily rewards for participating in The Whispering Tide event.
The rewards they contain are given out in order, rather than random.

In order to open these, you will need the Surge of the Custodian buff, gained after completing the Bird of the Zero Point Pathogen (Mission). After completing that mission, you will have the buff for 10 minutes and be able to open the relic during that time.
