You enter the Hotel Wahid International (Basement Instance) while on Tier 3 of the A Lion in the Streets mission while searching for a missing Council of Venice representative. The entrance is in one of the side rooms of the Hotel Wahid, the exit is below the staircase in the main lobby of the hotel.
