The Oni samurai mask is the September 2013 Item of the month reward for members and grand-members, along with the Kabuto samurai helmet. The mask and helmet can be worn together as a matched set.
They are most likely released during this month because of the August 2013 Game Director letter announcing that Tokyo would be part of the main focus of the upcoming Update 1.8 and Update 1.9 releases.
