The Tracking device is a generic name for a device used in various missions. Typically when used, it will put a green "sonar" signal around you that will spin faster and ping more often as you get closer to the objective of the mission.
Note that each mission will give it's version of the tracking device, and the device will disappear from your inventory at the end of that mission.
