This is one of 5 abilities granted when you equip the Droid Arm as part of The Bank Heist mission.
Before using this ability, you must first have used the WiFi Direct Connect ability on the targeted Security Droid. You can then use this ability to target an area you want the Security Droid to walk to, allowing you to get by the droid undetected.
