Philip Marquard is the founder and leader of the Morninglight.

In Zaire (now the Democratic Republic of Congo) he encountered the Congo Dreamer. Shortly after, he and Lilith met and made him the leader of the Morninglight. Lilith intended him to work for her, but he betrayed her by orchestrating an assassination attempt which ultimately failed, leading to the Tokyo Bombing.

Marquard had been grooming John at the Fear Nothing Foundation with Che Garcia Hansson to be the bomber when Yuichi backed out.
