Berihun is also referred to as "The Suited Man" and can be seen making deals with various factions in the city of al-Merayah.

It is unknown just who he is representing and making deals for however.

• The Templars, Illuminati, and The Dragon have all said he isn't working for them
• Saïd works for The Kingdom and they are apparently not working for the same organization either
• Tanis works for the Phoenicians, apparently Saïd and The Kingdom stopped working with them because the Phoenicians made a deal with Berihun's group. Which would rule out Berihun being with the Phoenicians.
  • The Illuminati and Templars also agree that he is not with the Phoenicians
• From Berihun's dealings with Abdel Daoud, he is apparently not a member of the Cult of Aten
• Given what we've seen of the Council of Venice's methods of operations, he obviously is not with them.
• Also, given what we've seen of the Orochi Group's methods, he is unlikely to be with them unless some sort of independent contractor.

Which leaves the remaining possibilities:

• Morninglight - He doesn't seem to fit with what we've seen of them so far, but we haven't had extensive contact with them or know everything they're involved in
• Sanctuary of Secrets - Either their main branch, or the portion of them that "went rogue". However, so little is known about them there is no way to just the likelyhood of Berihun being one of them
• A yet unknown group - The most likeliest of scenarios at this point. Berihun is representing some group that we do not know about yet. (Possibly to be introduced in the future, possibly that we'll never know).
  • Saïd make reference to Tanis and the Phoenicians making an alliance with a "Death Cult" which appears to be whoever Berihun is representing.
  • Berihun brags that his group has "Unleashed forces out there older than the Kingdom, older than the sun, with power unwitnessed by the likes of you". So it is quite possible that his group is somehow related to (worships? believes they control?) the The Dreamer
