Andrash Blaga is the brother of Mihas Blaga and Zsolt Blaga. He went into Fang-Tip Grove with Zsolt to fight some of the werewolves, but was captured. At some point he must have been bitten, because when you're escorting him out of the grove, he turns into a Werewolf and attacks you.
When he shifts, he is at the base of a power line tower with some downed wires. Perhaps as a result of this, he is able to use the electricity from the downed wires to power some of his abilities.
