You enter the Maintenance Tunnel (Solo Instance)' while you are either on on Tier 6 of the Dawning of an Endless Night mission or on Tier 1 of the The Pick-Up mission.
The entrance to the tunnels are just inside the Blue Ridge Tunnel, which leads between Kingsmouth and Blue Mountain, on the Kingsmouth side.
