Attack Rating is modified by Talismans, certain Signets and Pure Anima - Attack Rating (A drink that provides a buff for one hour and persists through death. The bonus is dependent on QL.) The higher your Attack Rating is, the more damage your attacks and DoTs will do. Attack Rating is an offensive stat.
